After clearing the pirates in the northeast tunnels of Barren Coast about 10 times, then moving to the southwest and clearing that area about 5 times, still no bolt of checkered cloth.
This was with a group, after having killed many pirates solo over the course of several months now with my druid.
When I did this task on my ranger, it dropped from pirates in the northeast part of the zone and it didn't take me months to find one although it was the last bit to drop.
I would say this is an uncommon, if not a rare drop.
