I looted it this evening from a "a Sharpeye recruit (human)" while doing the Recruitment Letters task and it updated the "The Makings of a Disguise" task.

I had this drop from a sharpeye recruit, so it doesnt only drop from nameds.
Its pretty rare though.
Update : I had 3 drop this evening, all from a recruit.
