13 Delay is insanely low. This thing, with a 40% haste item and SoS = constant hitting. Even though the ratio isn't superb compared to some of the items that have come out of ToV, the 13 delay would create an enormous taunting factor for warriors, and thus this is a SUPERB weapon.

bear in mind, regardless of any haste items/spells, it is impossible for a weapon's delay to drop below 10. which is cool because some of the more "uberish" haste items wouldnt be needed if u have another weap of similar delay. you could possibly shift gear around to better suit yer needs (even though, the more "uberish" haste items have all the other stats that most desire)

This is an absolute myth. The fact is that most parsers use the EQ time hacks to compute hasted delay, and the smallest increment that the EQ time hack gives is 1 second, which equates to a delay of 10. Monk epic fist is 9/16 unhasted. With a 41 percent haste and Wonderous Rapidity, it is possible to far exceed the over-50 haste cap of 100 percent. Even at a haste of 100 percent, though, the delay becomes 8. This means that it would be possible for a monk 51-59 to hit 5 times within the same second ( double attack primary, double attack secondary, NEXT CYCLE ( 8/10's of a second later and still within the same clock second) another hit). This has in fact been documented via logs with time hacks on monkly business.

The reason lvl 60 monks are excluded is because at level 60 a monk acquires the ability to triple hit, thus making 7 hits per second possible with max haste using epic fist.

Hasted delays CAN go below 10, but no parser can measure it because the finest granularity any EQ parser can achieve is 1 second increments.
