The reason these leggings (as well as all other leggings from the gift box quest) have Ring of Misty is that the halflings are the chosen race of the god of PoM (Bristlebane I believe but not sure). These pants take you back to the people who love the god who made the pants.

The legs aint good for the proc they are ment to be worn for stats. Look nice int, decent saves, other stats, and 0.0 weight.
