On TLP servers there is a alchemy recipe called Potion of Copal's Demise that uses a uses a Evil Eye Eyestalk.
The recipe does not produce a "Potion of Copal's Demise" thou.
The recipe makes a "Philter of Minor Negation".
Potion of Copal's Demise is a instant cast cancel magic. I'm guessing they nerfed it to a 1.5 second cast version.

On Evil Eye in lower guk, not that you'd go there for it.

They drop in Beholder's Maze also. I camped it for about two hours for PBB and I got about 6 of these before I stop picking them up.
The Evil Eyes and Evil Eye lords are all below lvl 30 and I could solo them easily. Only lost about half a bub HP per fight. But my magic resist is 54 or so with my resist magic buff up. So they didn't hit me 2/3 or the time.
If you want to use these to make the Cancel Magic potion from these (not sure what the potion is called) Beholder's would be an excellent place to get them.

I got a bunch of these during the "Halloween Events" in EK too and wondered what they are used for. So I did some research.
