Book Text:

Welcome to Crescent Reach! This city is the home of the drakkin, a race created by dragons to protect the bloodline of Veeshan. Crescent Reach and the Six - the dragon progenitors - welcome all who fight for their cause under the banner of the Circle of the Crystalwing. The clerics of our city preserve life and are an example of the highest moral order of the drakkin, spreading renewed faith in Veeshan and the continuance of her bloodline. The clerics of Crescent Reach form the Crystalwing Order. Help the clerics preserve order and faith! Take this note to Silverwing Elushar in the Masters of the Reach house in the Dragon's Grove.

There is some use, as a first timer you may start out in crescent reach and not enter the glooming deep mines. These days most people enter the mines just for the one or two little quest items that reside in there.
You can level up to 15 or more in there and still have fun.
But this note will help you with EXP and some faction in crescent reach as well as the little tunic mentioned above.

It is just an encouragement for you to visit your guild master in your home city. You can safely destroy it. Back in the day a new toon was born with 5 food, 5 water, a weapon, and a guild letter. That was pretty much it. Turning in your guild letter netted you a tattered tunic/robe item which boasted AC 1 or 2, lol. But it was far better than what you were born with and you were happy to have it! Life is so much more priveleged in the world of Norrath now. Not a complaint by any means, merely an observation.
