Perhaps it is random...I sat at the POK book for some time and didn't get the rose only water, rabbit meat etc...lvl 95 forage, finally picked one up out east by Allerina the Gentle.
Zoned in .....Clicked forage.... Boom rose...lol Lucky I guess. I suggest if your forage is not up to par ask someone with high forage to help....I mean the worst they can say is NO!!...Then they wouldn't be nice would they??? good luck yall

Ok, is there a specific skill level you need to be? I just spent 3 hours with freagin 3 different charaters doing nothing but foraging in Firiona Vie. One with about 50ish forage, one in the 90s and one about 60something forage. 3 hours, countless attempts to forage and nothing but food, lichenclover and a few drachnid silks. What the heck. I was able to forage the other 4 things for the ranger epic in a matter of minutes.

I spent an hour in Firiona Vie foraging for this rose before i got it. Later when i was passing through to go to frontier mountains i was hitting forage for fun and on the first TWO forages i recieved additional Roses of Firiona. Wethere this is SOE's idea of a cruel joke or just an evil random number generator i have no idea. This is totally random. So random, in fact, that it hurts!

Kunark just opened today on The Sleeper progression server, zoned into FV as a 24 druid with 123 forage, and it was the first thing I picked up. So maybe 100+ forage, maybe luck of the draw, I dunno. Then again, I got the GFay epic forage piece with 5 minutes of creating this character, so I don't think there's a minimum level/skill requirement for any of them.
Rose of Firiona Sells for 0 plat 0 gold 7 silver 1 copper at vendor Sateal Deirosap in the bazaar (human Monk level 2 charisma 141). I sell these in bazaar for 15 plat...sell slow... forage in Firiona Vie...

Was in DL this morning to forage for alchemy and noticed the following- prior to 10 am pst, no roses (had been foraging for about 8 hours prior). Ran out to get a rez (someone trained while I was afk <G>), came back and foraged 3 in a row, around 10:15-10:30, 3 am game time.
I've been roming FV for a few hours now (really a few hours, not ove a few hrs, etc...). I haven't found 1 single rose yet, so I'd say the drop is pretty rare! Really starting to irk me.
Location in a zone has ABSOLUTELY NOTHING to do with success rates. Forage wherever you like, you will eventually get what you need. Every post I have read saying "you can only get this item over here" I have ended disproving by being patient.
Found first forage after zoning in to FV, make 1 more down towards epic. Rock On...:)

I don't know if the rate for finding this item is different for different servers, but I forage this item all the time when I'm in FV. Hint: No one will actually buy this item, at least not on the Innoruuk Server
"Rare" depends on how long you're there. I was there in FV for four days (probably about 15 hours of real time) questing for Wurmslayer. With 130ish ranks of Forage, I ended up with, oh, about 8-10 roses. I started throwing them on the ground after the fifth one, so I'm not exactly sure how many I ended up foraging. Spend enough time there, and you'll get one.
