To add my experience, I could not get this drop from the smallish castle full of sirens that is close to and to the right of the CS zoneline. I cleared it probably 6-7 times with no luck. I then moved to the siren area that is in the SE corner of the zone (it's more open), and had the item drop within 1-2 kills.

drops off of siren in siren's grotto. got mine from the siren in the castle to the right of the entrance to the zone.
Droped from sirens enchanteress in the castel at right of zone in too.
