this item was from the original plane of mischief.
based off the name and the fact that the item lore is written in broken ogre english, this mask was probably intended to be the original ogre mask (before visage of the brute).

the spell chill sight has the spell ID number of 539
the spell illusion ogre has the spell ID number of 593

so it seems that the wrong spell ID was attached to this item making what could have been a cool item back in the day a total piece of junk.
