This is incorrect. This item is used in the Shackle of Bronze quest.

This item is obtained during dialog following the completion of the Shackle of Copper quest.

This item is received from Master Niska. Upon the completion of the Shackle of Copper quest, Master Niska says:

'Very good!! Here is your shackle of copper. The emperor shall be pleased that I, Mistress Niska, have slain the outlander. Do you have some time? I need someone to be my [personal courier]? Will you?'

Reply with 'I will be your personal courier.'

You will then see the following:

Master Niska grabs a tin box resting by her feet. 'Take this to Master Rinmark and be quick about it!'

This item (Tin Box) then appears on your cursor.

This begins the Shackle of Bronze quest.
