Can confirm that it does drop from the first 4 skeletons after you zone in … took for spawn cycles to get just one.

Ngreth mentioned that this should drop in Dreadspire, but has anyone actually seen it ? Since it was mentioned from the very beginning in Food and Drink of Darkhollow I've been trying to get some (since zombie dust is very common) but have never seen it drop anywhere.
