As of October 2012, this is available again, this time as a loyalty reward option from Pagus Nonad (and presumably the loyalty vendor in PoK) for 1728 loyalty points.

These were a market place item once upon a time, either part of Halloween/2010 or the release of House of Thule expansion. I've been looking for these and cannot find as of this date (Nov-14-2010)

They removed this from the Marketplace and replaced with more expensive merc containers after that have 50% Station Cash sales for "customer appreciation"... SOE is really greedy... their action made me sick...
