Please dont falme me for this, this is my opinion you are entitled to your own of course.

I would personally give this to a Pally/SK first, then Ranger, then Priest, then Warrior, then anyone else, but Enchanter would be last in line.

Reasons:
-25 CHA is not the best stat for an enchanter...
enchanter has his own resist and mana buffs
there are other items w/ flowing thought effect for casters/priest that are useless for melees
resists are great for melees in close on the action against AE spells when casters are out of AE range
Hybrids can use the most of these stats
Pally/SK are second best tanks to warrior IMO
Hybrids usually end up oom cuz they got little mana... they'd get good use out of the effect
Tanks and hybrids love AC

Just my thoughts

Just giving a better understanding of how easy it is to get cha over 255 with time and some friends helping.

Natural cha for me is 90 (human)
Nathans robe in Katta 100 cha
Spell Adorning Grace gives like 40 cha
Mask of pulchritude in griegs 40 cha

Notice you are over the 255 cap already. And yes I understand how hard it is to get the mask and robe. But easily attainable with patience and friends helping. Notice also that is with just 2 items in your equipment slots. So theoretically someone as an enchanter can max out their cha enough that the negative will not impact them at all. Thus putting them at the end of the list due to neg cha is not really a good reason. Just my thoughts on it though. Best thing to do would be ask em before you decide they dont need it.

My thought is that this is a range slot item good for ANY class, so its an open roll...for ANY class. Exception may be Enc and Bard...but who am I to tell an enchanter how much charisma he needs?

Sure...uber guilds are about all that can take out CT and get this. There are loot rules and preferences, blah blah blah...but this item is phat for any class. Period. Phat I tell ya.

Althought the flowing thought effect would be lost on a warrior and the fact that its range slot only would put the bowmen (rangers and, again, warriors) on the back end of the list...

Bah...why am I arguing? I'll never see this damn thing :).
