Actually this makes perfect sense.

Solusek Ro, Prince of Flame and son of Fennin Ro, has a friendly rivalry occuring with Mithaniel Marr, the patron deity of the Knights of Truth and Priests of Marr.

Therefore it is perfectly likely and in my opinion true that Solusek Ro desires you to do these quests in order to "kick Mithaniel Marr" per se, to make fun of him and test paladins to see if they are greedy enough to abandon all their values for a piece of armor.

In fact anyone who DOES kill him for the armor is actually enacting greed over true paladinhood and is he himself not exactly a "good" paladin, but an evil, self centered person.

Not to accuse you or anything.

However it does indeed make sense.

And no, the Freeport Militia are not the "corrupt and evil guards of Freeport"...the Knights of Truth are simply jealous religious zealots who want to control a city that does not belong to them.

The Freeport Militia are simply neutral, the Knights of Truth and Priests of Marr are thoroughly cultic and, more or less, evil.

doesn't make sense

I got the locket by killing a Paladin in SK. Does it make sense that a paladin will get his quest armor by killing another paladin?

We're supposed to kill him in order to get the locket? Well, I have just done so and am wondering just what it is that I've just done to my faction. Be wary, for my faction took a beating with this kill. My Freeport Militia faction (i.e., the corrupt guard of Freeport) went up while I lost faction with the Hall of Truth and Temple of Marr (the North Freeport good guys, i.e., the Paladin and Cleric guilds of Freeport). So, yeah - this does not make sense. I just hope I can find a way to correct this faction hit!

The one you are asked to kill by the NPC in Rathe mountains that hands you the quest is a Paladin at day, but at night he is supposed to turn into a werewolf.

I killed a werewolf in SK and found the locket on him. Also found a Rune of Al'Kabor, but I don't know what it's for yet.

Locket is for Paladin Gauntlets of Ro quest. The rune is just a bonus loot.
