What is the point of this? 2+ cha suxors, and it doesnt help much you mise well ask a enchanter for a cha buff if ur really worried about it.
Cha +2 isn't the point. The wand is given out as part of a task to get the Dromeks to talk to you. When used on the *specified* Dromeks, they will freeze (even if they have already started beating on you) and respond to a hail(completing a task stage).

Have your Bandolier ready to switch back to melee weapons quickly and beware of adds (upon which the wand will probably not have the same effect).
