With the limitations of only being able to use natural armor, why can't Druids use this?

Its probably a chain look. With a weight of 6.7 why would a druid want it anyways? in fact why would chain wearing class wear it anyways I believe banded is lighter with same ac or higher. As a druid I when shoeless since at lower lvl and kiting I saved the weight of the slot for other stuff till I got an item worth wearing.
