If you want mass amounts of these for guild/personal skilling, then just goto Crescent Reach and stand in the middle of the area where the 'a bear cub's outside of the cave spawn and just lay waste. There is like a 30-60 secs respawn timer so by the time you finish with the first round the next respawn is on its way.

Drop rate: 1 in 3 bear cubs

Shouldnt be there too long, as the drop rate is so quick. Get in and get out with what you need to skill, thank you ;)
