Not going to read every post, but these seem to drop from a Nokk elder quite frequently.
Mucktail Gnolls and 'a vicious cave bear' were the only thing that dropped the Raw Hide.

As per Magelo, those mobs have the highest drop rate for the item, dropping it nearly a third of the time. Other mobs drop it, too, you'd just need to kill a lot more of them to see it.
If that does not suit you, I hear you can find specially trained Rockhoppers in Shadow Haven.

Confirmed "a vicious cave bear", but not "a cave bear", in Crescent Reach bear caves.

If looking to get these go to cresent reach the bear cave near the back are the voracious cave bears they have been dropping there left and right for me heh... i first tried in highpass at the orcs got 2 in like 2 hours been here like 30 min and now have 14 of them

Probably the best place to get them is where this guy said.
The Bears are in the second "Northern-most" Cave in CR, all the way in the back of the cave. Spawn timer on the bears is literally no more than 3-4 minutes and they were dropping fairly often. Three clears of all of the Voracious Bears landed me with 5 raw hides.

They also appear to be dropping like rain off every caster in Permafrost Caverns - crude binding powder as well.

Killed rats and snakes in Blightfire Moors, nothing dropped.
Killed in Crescent Reach Skeletons and other mobs and nothing.
Killed 2 medics in Highthold Pass and each droped one, go figure eh...

Dropped off a Necro Theurgist in Befallen. I found him in the lower levels.
And believe me when I say this, I hunted for hours... never dropped in CR or BFM... Try Befallen if you haven't yet. Lvl 12-20 zone, I think...

I looted three from Mucktail Shamans in an hour last night

Went around Crescent Reach. Every gnoll killed and only one dropped from a Gnoll and none at all from the Shamans.
Tried further up and not a single hide with almost every Skeleton Ogre dead.
Tried Blightfire and not one from nearly all the Moss vipers and none at all from the Bog Rats. Thinks maybe the Bog Rat Pelt for the quest has replaced them because that's all I found.
Managed to buy 3 from a trader in CR where most noobs sell their loot. Been farming mobs for 2 hours and got one hide from it, not the best drop rate IMO.

Following Blessilunatic's suggestion, my friend and I sought out caster mobs in camps. Having no luck with Evil Eyes or necro acolytes we went to Highpass Hold to kill the orcs near the Kith zoneline.
Raw hide dropped off the orc medics, and MIGHT have also dropped off a fanatic as well.

Liking the old world , I have some observations.. Hides will drop off any CASTER class mob witin some general guidelines. They should be part of a camp , orcs , gobbies , froglocks , ect . A descriptive addition to their name helps , Apprentice , medic , shaman , oracle , ect. A mob casting a spell does not mean their a good canidate , Dry boone skeletons(fireburst) , mummies (disease) . Oddly enough the madmen of no/so Ro do SEEM to drop them with a rareity that makes me queezy but some of them are casters . Being in a "dungeon" zone seems to help too , possibly beacuse all mobs in a dungeon are really a giant camp ?

Ink of the companion
Invigorating thickener ( emerald x2 and elderbery in research kit)
Ink additive of the nameless ( store brought)
Quill of the arch lich ( a quill arcane treatment and necrotic treatment in research kit all store brought)
