You do not need to have it in your primary or secondary or even ranged to make it level. You can put it in the ammo slot and it will level just fine as well as give the % to fletching mod, however, if you are wanting the stats that comes on it other than the % to skill mod it needs to be in primary secondary or ranged, Ammo doesnt give those stats.
