I m on Agnarr... Haven't seen yet but I'm hopeful. Dude below posted he got one in Aug 2004 which I just looked it up is just before Serpents Spine release which is the era given for their introduction. It would be nice cause there's not a lot of improved healing mid-range items out there this era

Got a few of these (on different toons) in the City of Mist. I got mine off the raging golems and the Mighty Golems. Typically the golems, like undead, will fight you to the very end. If you fight a golem who runs when he's low on hps, then he's one of the guys who drops this. Not great on stats, but the focus effect is nice.
