Yes at this time I can confirm (as I just now tried the combine) that the current trivial for the Othmir Fur Cloak is 295, not the supposed previous 250 - this means that if your skill is under even 240 your chances of actually succeeding on this combine are slim.
To make the Velious Armour you want your Tailoring skill around 200 if you dont want to fail alot..Tailoring Velious at 135 is like smithing your Diety armour at 135..Its possible but you will fail alot..Hope this helps you some..well good hunting and safe journey to all.
We have had people (me included) working on making some of the new Velious armor, and it is hard. With a skill level of 135, I have had a few successfull attempts at black pantherskin armor, and about 5 times as many failures. I have nt tried the othmir armor yet. (Don't have the heart to kill one of the few things that doesnt kill me on siight in Velious heheh) Incredible armor for everyone!
I'm curious, exactly how do you propose he does so??? Old world tailoring maxes at 115 for most, 135 for Halflings and Wood Elves that can do cultural tailoring. No one knows the trivial points on the Velious tailored armor yet, because vey few people have had the money to or access to do enough of it to raise skill significantly. The highest level tailor I've heard of to date on all of the servers is 137 (gleaned from Tailoring Onelists and Trade skill specific Web sites and message boards). Do you have a secret way of getting tailoring to around 200???
Other than that it was good advice :)

Path to Velious armor: Reinforced to 108. Start Wu's Belts (triv 128) work through Wu's Tunic (triv 158). The Wu's is pretty easy to make and will sell pretty good in EC. At this point you can either try your luck at Velious stuff, or make Fleeting Quivers (which will triv around 220). Always try to find a buyer for a quiver before you attempt it a few times, as the gems get a bit expensive. Definatly get your wis or int as high as possible, to max skill ups and successes.
Actually, it was pretty ambigous. However, if you're right and he meant wisdom instead of tailoring skill, then his advice was even worse. High wisdom (or int) will help raise any trade skill faster but it will not dirrectly affect successes. The only way to have less failures when making something is to have a higher skill in the necessary trade.
ok i HAVE this cloak and yes i made it myself. i am a grandmaster tailor by 8 points (208). it is VERY costly to get skill this high and takes MONTHS of patience. wisdom is maxed and i am successful approx 1 out of 15 on all of the velious armor. you can raise your skill to 135 by making crystalline silk armor. after this you must make rare items like this to raise skill =(. its a pain but the armor is very nice. also this is NOT trivial at 208. NONE of the velious armor is besides the crystalline silk.
Othmir Fur armor is made from the fur of various Othmirs in Cobalt Scar. The Othmir warriors and shaman are around 40-45. There are othmir pups, but I'm not positive they drop the needed furs. For the cloak you'll need the following:
4 Othmir Furs [Velious] 1 Silver Thread [Velious] 1 Cloak Pattern 1 vial of Clear Mana [Velious]
You can purchase the thread at the vendors in Thurgadin. The clear mana is made with a 29th level enchanter spell that requires a poison vial, and 1 emerald. Combine the components in a large sewing kit, and do not stack the furs. Good luck, you tailors! Hope this has helped:) Be safe, and leave some time for RL.
PS Othmirs also drop Custacean Shell Armor:)
