This is part of the Rogue epic quest. The items does get created by giving Eldreth in Lake Rathetear the Combined Parchment, 2 bottles of milk and 100 pp. By giving the Scribbled Parchment to Yendar Starpyre in the Streamfont Mountains the character will receive the Translated Parchment.
In many epic walktroughs the parchments are falsy named as "scribbled note" and "tattered note".

So Renux doesn't drop the Translated Parchment? It's given to you by Yendar Starpyre bu turning in Scribble Parchment to him?

Oh that was a typo. The link is correct but the name should be Tattered Parchment and not Translated Parchment ! Renux does still drop the Translated Parchment and does get triggered by giving Yendar the Tattered Parchment + Book of Souls.
