The Dragon(skin,horn,leg,wing,etc.) armors come in 5 types. Matchless, Peerless, Heavy, Reinforced, and Worked, From best to worst.
For the most part the pattern is +or - 1 to the AC and stats for each level. It is wearable by chain and better classes and drops off dragons in Western Wastes.
The slots that I've seen armor for are Face, Wrist, Arm, Back, Feet Leg, Waist, Hand, Shoulders, and Chest

Gaurdian girdle in Skyshrine is almost as good...12 ac with stats. And alot easier to get.
Not taking anything away from this item, but it is hard to get to WW and tough stuff when you arrive.

Its not hard to get to WW once you learn how to do it safely. And yes, the mobs in WW can be tough, but we have been doing dragons with 1 group of 60s and its a blast! Levels make all the difference in the world on dragons.

On the other hand, if you choose to have good Skyshrine faction, you can't get guardian girdle (and, depending on what this drops off of, this either) but it's a lot easier to get to WW.

no, you can kill the MOBS in skyshrine to get the quest items... so thats a lot easier.

This must be one of the highest non planar AC belts ever! 13ac is NICE!
