Fabled version of Zorglim the Dead, in the Library.
The Fabled Crystallized Shadow Tunic has a race restriction that does not let the following races use it: ELF HIE HEF DWF HFL
Regular non-fabled Crystallized Shadow armor has the same restriction, however the regular Crystallized Shadow armor can be combined in the Kejek Forge with a Soulforge Hammer to create Purified Spirit armor, which is wearable by all races.
The Fabled Crystallized Shadow Tunic does not turn into a Fabled Purified Spirit Tunic when combined in the Kejek Forge. I am thinking the fabled tunic should be fixed one way or the other.

You have the required level 48 and recommended level 45. This must not be right. ?? Can someone confirm?
