Give them a break, man. #1 It's a quest in Paineel, not too many other races in paineel other than Erudites. #2 Only SK's and Necros are found in Paineel, and I'm sure we can all agree that this isn't a good weapon for SK's. What's wrong with this being limited to 1 class/race combo? It's not short sightedness, they somply limited it to the only combo it makes sense for. It's a nice free newbie weapon for a non-twinked necro. I hate people who bash Verant for little things like this. If you don't like the weapon, move along and find another weapon. Cry a river, build a bridge, and GET OVER IT!
I would think, "Haha! Cracked staff is 1.5 lbs heavier, looks the same, and same dam/delay, but dosen't have the 1 int (woo hoo!) so what's the point of risking my neck at level 8?
Uh, cause it's fun to quest? Not every piece of gear on you needs to be from the same cookie-cutter 'l33t' template in order to be good. Sometimes people take pride in their recieved quest items.
One legitimate complaint I pulled from your piece, which I have of most magic items, is why do they weigh so much?
Uhhh... This one is LIGHTER than the non-magic equivalent. Too bad it can't hit magic critters. And the +1 INT is actually pretty nice. How many other hand-carried mana or int items do you know that a level 8 can get on their own? Twinks need not apply.
The Noclin's Femur, which is easier to get, has better stats, IMO. I take it off when I cast Fear and then put it back on. It's much better than this. I did this quest anyway, purely out of a roleplaying motive (Performing my duties as a Heretic.)
Noclin's Femur is a 1HB, this is a 2HB. It's not a bad idea to get both and keep up those melee skills until they max out. I know necromancers don't melee very well, and it's dangerous later on, but it's still a good idea to keep your skills up. I've had my pet die in combat, and I'm out of mana, trying to med up, when a very green wolf decides I'd make a good target...so it's nice to be able to smack him with a stick rather than the very embarassing I'm-being-chased-by-a-green-wolf-and-must-zone-now syndrome. (Admit it, it's happened to you at least once.)
And at any rate, this is more of a "status symbol" quest. You do it to prove your loyalty to the Heretics. Obviously, if you're just looking for ph4t l00t or whatever, and you have no interest in roleplaying a bit, then don't bother with the quest. As for me, I like to give Aglethin a piece of my mind every time I pass through Tox.

noclins quest isnt easier its harder noclin spawns a ;lot less and you have to wait for him this quest is simple run into tox kill an erasy mob loot fighing pole run back hand in and you win i kill aglthin alot cuz hes good xp and hes a wimpie and if you like the fishin pole kill him do quest then run back and he should be prepared to hand you his fishin poleo Woot
