Does this increase your movement speed? and if so,by how much?
this bridle is the same speed as a rope bridle (25% speed increase from base speed.) However, run 3, is 30%. Run 5 is 50%. So it's not really an increase.

Those horse speeds you listed are old estimates and are very wrong. Here are actual speeds:
7% Rope horse/small drum (9k)
43% Leather horse/medium drum (30k)
78% Silk horse/large drum (60k)
114% Chain horse/giant drum (100k)
150% Ornate chain horse/glowing Drum/Paladin/Shadowknight AA horse
And drum mods make bards travel much faster, up to 156%.

I have both the Robo-boar and this, I agree it could have looked a little better on the "deco" end of things, but hey it was free with the Ro expansion! I don't think you can get it any other way the the Expansion

Is there any way to get this by any means other than purchasing the boxed set of "Prophecy of Ro"?

I can just say I like this, much better then the old style horses and those ugly pigs they made (noisy and ugly)

This barding looks terrible, unless you happen to be playing a female character, and want the "my little pony" look. Luckily, you can take this back off your fast horse, by putting it back in the barding oscillator.
Rainbow colored bridle looks like parade dress for a female noble's horse, not battle wear for a warhorse.
