Im guessing these drop somewheres inside Lower Dogs (toward Dojo). I have yet see or hear of any of the two mentioned weapons Dro yet. I just love VL, its like an entire warehouse for great rogue twink items =)

This item is actually PRIMARY only, not secondary

Not correct. There is another rapier, Rijoely's Dancing Rapier, from the same zone, that is primary only. Tijoely's Dancing Rapier is secondary only (they're a pair, see?)

I don't even play a bard but I'm glad to see that they can use this. Pretty darn nice for 'em, also glad they didn't make it bard only, gave a little spice to it.
