The Abandoned Orc Shovel is not dropped by alligators. It is lying near the fire in the small orc camp in Lake Rathetear. Practically anyone who can reach Lake Rathe can walk into the orc camp and pick up the shovel with ease, since the orc centurions are such low level.

This is a VERY handy item for raising the 2HB skill however, since (at least currently) it is the fastest one in the game.

The item called "Shovel" does drop from gators in Cazic Thule, and is the one required for the mage focus quest. Maybe that's what somebody was thinking about when they listed this?
