A balanced group of 55+ can hunt in the arena pretty easily. Stay away from the Protectors of Zek and you can stay here for hours.

I'm level 40. Any chance in hell I can get these gloves? Will I live if I can get in with a higher level group who pities me? I understand all this stuff drops in Skyshrine, is this true?

I'm sure you can purchase the gems and then purchase this as a MQ, provided you have enough faction to do the turn-in. A couple of days of hunting frost giants in the Great Divide should do it though. These gloves probably wouldn't cost too much either, since the only really decently Thurgadin armor is breastplates and leggings. The rest is crap until you get to ToV, Halls of Testing or West Side (For Kael quest armor)

at level 40 not likely.
I'm level 51, and just aquired a pair.
The raid that got them was 5 parties of average level around 54.
I would say it might be possible to do this with 3 parties but you'd have one hell of a fight on your hands.
The only way that you would ever get these at 40 is if you are part of a really strong guild that wants to help you. In that case you could get them at level 1 if they brought you there and killed the giants and let you loot the stuff. seems unlikely to me.
As for a pick up group never.
all int caster require the same componets just different gems. therefor ever if a high level party (well raid actually) didn't have a wizard, there would be a magi, necro, or chanter that would want it.
The armor you want drops in kael from troopers and other asorted high level mobs. they are viscous, tough, have incredible amounts of hp, hit like a killing maching, can not be mezed, stuned or crowed controled in any way.
These things are seriously scarry.
as you notice this is way way better armor then old school planer and therefor much harder to get.

It does not DROP in SS, similar armour can be quested there, as well as in Kael. However, the Kael items are all better than this, having 1 more AC, 1 more FR, and one more CR. Similar items do drop on the Planes of Growth, however, the battle encounters there can be extremely difficult, and take some very large parties of planes level people a LONG time to kill.

Yes. All of these Velious armor quests are MQable. As you said the other person has the silk and you have the stones. Both of you have to have the proper faction for it to work though.

What is the proper faction? I have heard you need to be "Ally" but also have read elsewhere that someone claims "Kindly" worked for them. I am "kindly" atm and cannot get the NPC to bive me the quest so I am holding off turning my stuff in. Worst case I'll wait until faction is "ally".

Any information would be appreciated.

I went to Kael yesterday with my guild (2 full groups) and got the gloves. After that i immediately went to Thurgadin to do the quest: with warmly i could do it, so you don't have to be ally.
