Depths of Darkhollow
This shield drops from The Legion Commander of the Void during the monster mission "Out with the Old" which is started by giving a Bristlebane's Ticket of Admission to a silly puppet in Kithicor Forest. The ticket was gained by various Halloween tasks.
When leaving the monster mission, the shield converts to:
Splintered Shield of the Void
Fractured Shield of the Void
Split Shield of the Void
Cracked Shield of the Void
Chipped Shield of the Void
Lesser Shield of the Void
Shield of the Void
Shield of the Void

As far as I know, this is not actually an artifact. Its stats are the same as the other Shield of the Void that is listed here at alla.
I recall that when I first started doing the HHK MM (prenerf), there was a shoulder item commonly dropped by the named mob at the end of the mission. This item had Artifact in its link too...but that flag was corrected (taken out) during a patch. So I believe that this link was taken while there was still a flag booboo in the links of this and several other items.
