finally found one at loc +635, -1325 inside one of the dragon skeletons sticking out of the ground - looks like a tiny bag on the ground - no its not at any of the bard epic 1.5 loc's....

It spawns with all the other dragon bones for the bard 1.5 epic quest in dragon necropolis. Maybe it wasn't added to the epic who knows.

I'm fairly sure the devs have confirmed that there's no quest associated with the arrow.

is also flagged as "QUEST ITEM" as of 2006-11-21. maybe something additional for bard epic?
