Confirmed on TLP that the stone key that drops in DROGA can be used for the Khukri quest in FM.

On Al'Kabor I had to kill the penkeeper about 50 times before he finally dropped the Stone key. If you go through the first jail cell door, then you'll see a broken cell, with the goblin interrogator, and the penkeeper spawns in the adjacent cell, through the fake wall. He does have PHs, random gobs.
Also, I'd recommend having a friend who's already KOS to Cabilis spawn the enslaved iksar (right side of pen 1) due to the negative faction hit with Cabilis.

This finally dropped off of the Goblin Penkeeper(in Frontier Mountains). From what others have said it seems this is a very uncommon drop.

The key that drops in City of Mists is also called A Stone Key, but the Enslaved Iksar(who is now located in Frontier Mountains) would not take it.
I've been camping the "Penkey" Stone Key for about 12 hours now without any luck. Has anyone seen it recently?

The "Stone Key" in CoM unlocks the palace area and pops it on your keyring. Notice the one that drops in FM is called "A Stone Key." Subtle but important difference.
A Stone Key LORE ITEM NO DROP WT:0.1 SIZE:SMALL CLASS:ALL RACE:ALL, got the drop a few mins ago from Captain of the Guard Drops: A Stone Key(no drop), Trooper Shield(no drop), Fine Steel Ulak(no drop), Ancient Coin, Easy kill for 58 lvl. In City of Mist.

This item is now found in the goblin caves in Frontier Mountains and Itentifies as "Droga Pen Key 1"
The Stone Key now found in City of Mist is Lore and NO DROP and identifies as "Palace of Ghiosk"
