so this items details... actual stats may vary based on level of main charactor does this mean?

.. a say i park my sk where this drops or two box him in or whatever that say im lvl 70, hes 35 if i was 60 this might have 10 less stats or something ?

In MMs you dont see stats till you zone out with item and it loses its artifact tag. prolly same deal with these.
