The corroded plate peice drops in Kael.

You need to hand in the corroded plate helm and 3 Crushed Coral to Captain Njall. If you want the custom look, take the helm and give it to Royal Armorer Slade in Icewell Keep (Thurg B), he's in one of the rooms near Dain's Throne.

I did the quest with KINDLY faction, not sure if you can do it with lower.
