This is false information as there is no REFINED steel, or ANY steel sold in POK GUARANTEED!!! I just spent 6 hours running from one person ot another in POK (mind you now there are: 18 "Smithing Supplies" merchants in POK alone. and nto ONE of them carries this item. Also the guy in Bazaar, does NOT carry the kind that is needed to make the Block of High Quality Steel either!! I wish somehow things could go right for me for a change. I am working on my "Fletching" tradeskill, and trophy, but this one thing is messing things up for me once again ~( And I have trie da FEW different combines in order to make this SMALL brick of STEEL of ANY kind at all.... 1 of each of the itmes, 1 of each and 2 ores, etc. and nothing is working for me. Please tell me what I am doing wrong here. This is inexcusable if there is no combines for this item. =~( And very unfair to those of us that are 2 pts. away from getting the FOURTH level of their trophies!!
All of the merchants have a limited supply of the refined high quality ore which is used to make the high quality steel. That supply is reset on server / zone reset or by doing a restocking quest: https://everquest.allakhazam.com/search.html?q=restock+high+quality+ore which simply involves farming 4 small or large bricks of unrefined ore and combining them in the container given, then handing in the combined product.
I tend to keep a supply banked, as well as a supply of the unrefined ore for the restocking quest, in case, I'm in desperate need for a large quantity, but generally you can find a few of the refined ores on one of the merchants, if you only need a few pieces to do a combine.

Thank you for posting this. You have to see this magnitude of stupidity to believe it. I was out to make the hole poker, and you need this item for the casing...so, you go to the recipe and find out how to make this. You need the bricks to make the block...fair enough. So, you try to find the recipe for bricks...and YOU NEED A BLOCK AND A CHISEL!
