get from the quest that you have to go give shoulders to some dead dude, and kill draygun, and u loot an item to show u did it, and everyone gest this who does the mission, its for a quest after you do the one from undershorew that sends you to emporor illisalins tomb or whatever his name is at that gaint statue by the runes of illsalin u need 4 or 5 other gemstones, i bleive its to the enter the tomb of emp ... u get the mission after running to his tomb for all the gemstones
