From the looks of it, this is junk loot.

On the other hand, it is also tradeable and has no required or recommended levels, so at least you could twink a newbie with it. That is more than you can do with some of the drops in DoDH.

I don't think I'd even use this as a twink item. . . Chitin handwraps have 22% haste and stats. . .why waste a perfectly good secondary slot on this crappy shield?

Perhaps Chitins are better, but typically they go for 4K-6K, whereas this seems to sell for 250pp. Maybe not a great twink item but for true newbies that dream of haste, this is a Godsend.
