I petitioned that when having this illusion on, the Runspeed should be upgraded to Horsespeed.

This is acquired from the April Loot Tournament in LoN, april 18th-19th.
Just from entering the tournament (required 10 event passes but you didn't have to play), you were awarded with this and a few booster packs.
