To a person in a high end guild, the issue of aggro isn't an problem. They have better weapons, Blade of Carnage and Hategiver for examples and they also have aggro adding spells. With that out of the way, you look at usefullness. How I see it, is that 13/20 isn't bad and the ability to slow attacks while soloing becomes a great asset. With that in mind, I would use this to solo and switch it out after it procs to one of my better daggers. I don't have to worry about others needing this dagger as an upgrade, because I know they all have better.
Blade of carnage is pretty hard to get a hold of though :) Even now not all guilds can just easily walse in and take down Avatar, or mosey into SSRA to farm up a few hategivers.
If your a rogue... find a tank of equal skill to yourself and duo whatever your soloing. Exp will be much better! The idea of a rogue with a high taunt procing weapons personally scares me =p Might just be because im a warrior though.
