You are supposed to fight with ceremonial weapons and armor, they're for show.
Either that or it's bugged and will be fixed later.

I have seen some weapons without a damage/delay. I forsee a patch in our future as soon as Verant wakes up and realizes they goofed again.
What if this is not supposed to be a weapon wielded in battle? It says it’s a “Ceremonial” sword. Likely just for dress occasions and not meant to be used for combat.

Ok so it's ceremonial... that means nothing
the Iksar Ceremonial Breastplate is "ceremonial", but it still has nice ac and that regen effect... obviously meant for battle. Who knows... even though its a wedding sword it could be for cutting the cake :P, and even those kind of knifes have some kind of atk/dly.

Quest item related to the Tower, like many other things there I'm sure.
Once people start figuring out who is involved with the wedding that was taking place on the upper level of the tower, quests will start popping up like crazy.
