These used to be able to be made in a reinforced medicine bag but they took out the recipe. Now only a few floating around and probably will be come collector items. These got replaced with the stackable single dose versions (up to 20 now in a stack).
I know you believe you understand what you think I said, but I am not sure you realize that what you thought you heard was not what I meant.
I realize I'm stating the obvious, but potions like this are essential if you plan to do any business or factioning work in Neriak.
One of the best ways is to collect a backpack full of rat whiskers and head off to the exterminators in the city. There is one in Neriak commons and another in Neriak 3rd gate. You will need to have the ability to assume dark elf form when you zone in, otherwise, your faction will be too low for you to complete this quest, among others.
