You can buy it in Neriak Commons from the Wiz, Enc, and Mag Guild from Tkaz H'Rugla (general spells). I tried researching it 3 times, and failed all three. Was skill lvl 21 and 24 when finished, all failed. So while I was searching for A quill and Parchment to do practice runes, I found him.
