Yes it is an instant cast. Click on the spell to find out data for any item with an effect.

Actually the ITEM is not insta cast even though the spell data says the SPELL itself is. This item has a casting time of 1 sec. On the other hand there is another tinkered item called a Spyglass that is InstaClick.
It may be confusing but items with clicky spell effects don't always use the same casting time as the spell would be if casted normally. I have found that some items seem to have longer casting times as a tradeoff for the luxury of not needing to mem it and not hafta spend mana on it.
