how can you get this at lvl 1?
Either buy it from a vendor in Thurgadin (they are commonly sold to the vendors there), or, if you are in a guild, ask someone to kindly help you get one 
.
IMHO, it is not worth the trouble, because it doesn't proc and level 1, and by the time it does, you wouldn't be using it.

This weapon procs at 20. My shaman uses one, and it just started procing at 20.

The proplem with this is it is PRIMARY melee only that basically is its only set back

All the above info, except the the shards add 12hp ice dmg, is in the description, the rest of the info is a waste of space. Please read the description, so as to find info that's needed easier

What vendors sells the Velium spear ? (or any Velium weapons for that matter)
No vendors supply this. However, if a player character sells one to a vendor, it would most likely be in Thurgadin.

It's sortof a dot. Lower damage for lev that it procs.

i dont know what level it procs at but i can say it didn't work for me at level 11. we'll see at 12 though, only half a bubble away :)

i have a velium dagger w/ effect velium shards and it does not proc for me at lvl 15

I have a rapier that has the velium shards amd won't proc for me at lvl 24, i think it may proc at lvl 25 or 30.

I'd say as high as 35 to 40, maybe, seeing as that was the recommended level Verant set for Velious. Of course, any level could travel to Velious so 25 to 30 is feasible.

It is lower than 35, my brothers that level and it procs for him. I'm lev 11 and it wont proc, and what I pick up, it prolly procs at 30. Just a guesstimate from da Stwong twollie.

This proc is a DD of 12 points of ice damage. This item can also be found in Thurgadin on a vendor.
