i am a lv 14 wiz.bought from merchant,does not proc for me yet. has pail white almost traslucent appearence to it w/using.getting 19hp's damage.will post when staff starts proc.

I am a level 11 Cleric and the message I get is,"Your will is not strong enough for this weapon"
I will try it out on a new druid to see if it produces or not.

I am a lvl 20 monk, and I get the message "your will is not sufficient to command this weapon"

I am lvl 10 druid, I get message "your will is not Suffiient....."

a level 49 wiz (bless his soul) just handed this weapon over to my non-twinked lev 3 gnome wizzy. The look alone is worth it for me; but yes, i do get the 'your will is not sufficient,' and suppose I'll be getting it for some time to come, lol. i must say, it's tempting to sell it since I'm so broke...
