Gotten them at the tents in Velks, CS, Sirens Grotto, Western Wastes, DN.
It seems that quest gems of certain types seem to drop more in some zones than others. I know I have seen as many a 8 breastplate gems drop in one certain spot in a 4 hour hunt.

From what little experience I have in this area... I know that the gems drop in Dragon Necropolis, ToV, and SG frequently. Also I have seen them drop off sirens and wyverns in Cobalt Scar

Confirmed drop from Wyverns to the Left of CS port in, got one last nite trying to find Crushed Corals, the damn rare things :(
