the skull engraved coin doesnt drop off this mob. it is a ground spawn in the west wing before the drop down that leads to the skeletal is the used as a key to open all the locked doors in this wing.

This is not the key to the South Wing. The key to the south wing is a Broken Sacrafical dagger and has one charge of DMF. Which does drop off the Procurator
Its use + NO RENT

Drops off the mini-boss of West wing (Skeletal Procurator) and is the key to South wing. It is also changed to NO RENT.
