Went to do the phinney staff turn in today for my Wizzy and you can NO LONGER MQ it!!!!

that is incorrect, something must have been wrong or the wizard must have not met the level requirement for the turnins, because I can confirm that this MQ still works.

Just some info I would like on the MQ...
Does the MQ still work?
As I gather, the MQ'er has to do the turn in 1st, correct?
Also does the MQ'er have to have a certain amount of faction with Arantir?
Only reason I am asking these question is because I had a friend try to MQ the blue crystal staff, but Arantir just gave it back to her.
Any recent info would be appreciated.

To MQ the Blue Crystal Staff, have the person with the BCS shroud into rogue form. The quester and the MQer then meet in Halas. The quester then spawns the turn in NPC. The MQer enters hide & sneak and turns in the staff. Then the quester hands in his portions.

I was lucky i suppose.. got staff off this dude after first kill. 65 pally and Bard with 61 wiz. pally and bard lost 1% hp each.. complete overkill!!! But dont take a chance have a good tank and you should be fine for him.Now all i need is golem hehe so close :)

Ok this is a funny one but first let me thank Elza guild. For what? let me tell you. I was going after my BCS on Veeshan server and my guild killed him once in the afternoonbwith no drop so I camped him. I fell alseep because I woke up and saw that I had died....no biggie except I was bound on ledge in Phinnys room...underwater. Well I had gone from almost 58 to 53. Then Elza guild shows up Rezzes me while killing Phinny when he popped and gave me the Blue Crystal Staff. So I was very lucky got staff on second try and back up to 57. Thank you Elza, I can't say it enough.

I've single pulled Phinny with this technique, I'm sure others know as well but if you're a Wizard, Bind yourself to the ledge, then send your eye down there to target phinny, then invis up and swim down into the room on the opposite side of where Phinny be, Get down to the bottm of the cave. Then with Phinny being still targeted, just root him(he'll resist anyways) and immediately GATE. You might get hit or might not. Once you gate back to the ledge, Phinny himself just appears and you and your group can take him out. And BTW, this must be one of the worst camps to get Epic pieces... I've heard of people killing this dude of up to 20 times just to get their piece... He's about a 12 hour respawn.

Also you can bind at zone in. Trot down to phinny, use an eye to target him. Then swim to the very top of his room and aggro. I usually use my flux staff or annul magic, then gate. If you aggro him when he is at the center highest point of his room you'll get like one seahorse add that's it. I duo'd him about an hour ago this way. 65 wizard, and 70 cleric, was pie.
Unfortuneatly he didn't drop a staff. So I'm going back this evening and we'll see what happens.

Have attempted Phinny 4 times. First 1 was a success with about 12 peeps, next 2 were success with Rng-65, Wiz-65, Clr-62, Mag-64 and Wiz-55. Last one was with about 20 peeps with the Wiz-65, and the max of the rest was 56, and we died on Phinny twice. Didn't realise Seahorses respawned so fast and we didn't have time for only cleric to med up. We wasted a lot of mana on seahorses and were fairly disorganised.
(By "success", I mean we killed Phinny, no Wiz staff dropped yet.)

If you followed the pull strategy you wouldn't have had to fight the seahorses.

Got him last night. Just lulled the seahorses, and SK pulled Phinny. We had a full group of 58 -65 with no healer (Ranger don't count =P). 63 Chanter hasted us, and lulled guards.
I don't think anyone got as low as 90pct health.
That's about 7 kills and no wizzie staff.

Lost count. I think I'm up to 9 attempts now and no staff.
But, the Seahorses can now see invis. I'm sure this is a change. I have never seen any capable of seeing invis before.
I went with a mage, and 3 of the 4 Seahorses could see invis, we killed them, but too slow and they were respawning before I could drag Phinny out. So we had to kill another Seahorse.
2 Guardians spawned down in Phinnys room. And now only 1 of the 4 seahorses could see invis after the respawns.
PERHAPS Phinny is casting See invis buff on them. Not sure.

Please be very careful about attempting to MQ any of the wizard staffs. I attempted this recently. A friend of mine *a druid* had the blue crystal staff he was holding for me for MQ. When I finally got both of the other staffs, we headed for Halas to do the MQ. The druid DID NOT have the faction needed for the turn in, and Arantir ate all three staves. I spent approximately a week petitioning to attempt to get my staves back. Normally, a GM will not give back items lost during an MQ attempt, but the one I spoke with was very nice, and gave me my two staves back. Please be careful about MQing.
For the love of god you do NOT need True Spirit faction for the quest. Open trade window, have someone cast invis on you, then hit the trade button and you are fine. For MQ just have 3 people in the group with the 3rd non MQ person being one that has the invis spell. Stop wasting staves...

Sorry about this, but I went to Kedge with my ranger friend to see if he was up, he was, but level 60's were camping him. They didn't need the peice, so they invited us to join. He dropped it. I did VS two days earlier and got that peice on the first kill. Now on to Fear as soon as possible.

I just want to say that I am sick of this camp! I have killed Phinny more than 10 time (lost count) the fact that this guy has like 4 epic pieces on him makes it a pain in the ass to camp since the only times that I have heard of this staff dropping there were no wizzies there to loot the thing. I started camping him at lvl 50 and now at 59 I STILL don't have this drop. Well I just wanted to bitch a little bit to let anyone who is thinking that this camp would be quick...well it isn't.

Anyone know if Phinny is a 24 or 12 hour spawn time?
Ok, I don't care if everyone knows this or not. Here is the no fail method of pulling Phinigel Autropos! Get a lvl 65 paladin or close, if they are lower than 65 without the HoTs and great ability to heal themselves then bring along another person who is a healer.
Anyway, gather at least one other person who needs the epic piece, preferably mage/wizard combo is nice. Now get to the ledge, after you're there the mage or wizard sends an Eye of Tallon out into phinigel's lair to get a target on him.
The paladin will then proceed to swim in targetting distance of each of the 4 swirlspine seahorses and cast pacify on them. The second the last one is pacified the paladin will target the person with phinigel on target, assist, and boom pull with a spell such as stun since he is immune.
I have done this twice and it was a single pull both times the first try and both were successful kills. And to top it off I have my Blue Crystal Staff because of it. :p You do not need anyone who isn't a paladin or healer on this one, just bring whoever needs the epic piece and at most a paladin and a healer (ie. 58+ shaman / druid or a 56 cleric) because any extra will just create more aggro to throw around and screw things up. Good luck getting your staves wizards...

When phinigel is holding this item what does it look like? The mage staff or a tiny little wand with a blue tip?

I was in a Phinny Raid for a caster a I know and this dropped unfortunetly there where no wizzies where there, so I got the chance to loot it for a mate of mine was just wondering if this is MQ'ble and what faction ya need to be able to hand it in

umm ya cheating way doesnt work i did it with a 51 ranger solomen is a joke to keel i chain stunned while ranger beat him down and he didnt drop the three staves he dropped a robe of the initiate and darkwood stave.

The cheating way to do this is simply kill solomen (yes its hard) But he drops the 3 staves.. then all you have to do is give them to Arantir and Get the bag then give it to Solomen and you IS DONE! (Done this at 51 and my 15 wizard friend has these 3 staves waiting to hit 51!!)

This post just came up from a deep part of my brain. And thought id post this, NOT to prove the guy that claims Killing Solo will get you the staffs, but to inform ppl about the faction thing.
From the Sept 4 2002 patch.
- There is a fellow named Moltak in Sol Temple. Killing him gives a negative faction adjustment with the True Spirit faction. BUT, if you have a very, very bad faction with True Spirit, killing him will also reset your faction to a more tolerable level. So don't mess with this fellow unless folks on the True Spirit faction are willing to kill you on sight.
- Made some modifications to the faction effects of the Wizard Epic quest.

We've done this several times, a few with 0 deaths. It's quick, easy, virtually painless. I'll post this in a few places so people know it.

How do you kill him the easy way? You NEED a monk (or else he WILL die) and a tank. Both groups get into the bottom of the ledge, back around below. The monk swims AROUND the lair to the opposite side of the ledge while invis. The monk swims close enough to aggro ALL 4 SEAHORSES and then drops invis. He swims back up to the side opposite the ledge. When he shouts that all 4 seahorses are on him, the main tank swims down and tags Phinny and takes him to the ledge. Monk FDs. Swirlspines go back to their spawn spot (with or without killing the monk). Phinegal MUST BE KEPT back into the back corner of the ledge and people must push him into the corner to kill him. If you attack him and force him back out of the ledge, he will aggro the 4 seahorses and you will have a s**tstorm on your hands. Fight him in the corner back in the ledge and hopefully some wizard will have a Blue Crystal Staff.

His spawn time is 12hrs +/- 2hrs, so could be 10hrs to 14hrs. This is correct, trust me, I killed him 7 times in a row looking for this for my staff.
Good luck to you, he FINALLY coughed up one yesterday for a guildmate...it was his 15th go-round with Mr. Phinny. You wizzies are a patient lot, a tip of the cap to you all!

-Well this appears to be the only really good upgrade for my Staff of the Wheel. That Charred Black staff is alright as well but seeing how this is used in my Epic and Wiz only this goes to the top of my list of things to get:)

Have you seen the staff that you get as a result of handing in the oil from teh enraged golem? In my opinion, the oil is much easier to get than this staff from Phinny, and has way better stats. You need to get all 3 staffs anyway, but this is not the best of the 3 staffs.

Phinigel Autropos dropped it for one of our lucky wizards, along with two Kedge Robes. I hear it's needed for the wizard epic quest, but not certain on that.

Confirming that it is part of the wizard epic quest. We have to turn in several nice staves to get the gem we all know as Staff of the Four
