I had to kill Dyllin Starshine for the ToV. He was a fairly easy kill for a lvl 20 druid but the smugglers didn't like me much once I attacked him. I have the Bayle list III on drinal server if anyone wants it.

It's part of the Testament of Vanear. Lucky This is the only part you are forced to wait for a spawn, as well as only one you have to fight.
No, the Bayle List III is NOT for the ToV quest, although Dyllin (the spawn who carries the Bayle List) also has page 30 of the Testament. The Bayle List III is for a ShadowKnight quest:

In fact this is an easy part of the quest to do at a very low level. Just hang around and let a high level kill Dyllin and ask for the list. They don't need it and they will give it to you!

I have find the list on Dyllin Starshine in Highpass Hold in smuggler camp.
