Wanted these for my alts. killed everything in the camp and over the bridge. Spawned both times over the bridge, but previously in camp, so doesn't matter. just kill fast :-)
For some reason, this item (and reportedly at least one other item that once had this effect) no longer has the effect "Aura of Rage". Instead, it has the effect "Shadow of Firefist", which has no effect at all. It literally says "This item has no effect." The in-game text still refers to "Aura of Rage" however, so perhaps this is a bug. At the very least, it's incompletely documented.
Ah, thanks to friendly admins and a little research, I now know that this has changed.
As with the regular Shrunken Goblin Skull Earring, "they have changed the way this and other buffs like this work. The first time you click this item after getting it (or after the patch) you are granted an AA with the same effect as the buff. The item still gives a buff that is now permanent and has no other effects but can be used as a junk buff if you need it. More information can be found in the September [2015] patch notes." (From the Daybreak Games Community Issue Tracker, Issue #471)
And for good measure, here are the September 2015 patch notes.

Yes very easy item to obtain if you have about an hour to kill the goblins. Got mine in about 30 minutes.

easy day just went and killed every gobbie in the camp and waited, its about a 15 min respawn time on the gobs.

Killed him twice today in less than 2 minutes. That's right- just like the regular one he can spawn multiple times if the fort is cleared out.
The ranger that was there before me also gave me a hint that he only spawns once every hour- so try to find out the last time he's been killed.
I got to the fort and no one was camping him. Cleared it once. 2 fables popped on next spawn.

I killed him solo at level 40,though I needed to use LoH and he got me to 25% a second time before dying. Though he was Dark Blue,underconned as usual. It never even occurred to me until after the Fableds were gone that this earring isn't LORE!!! I could've had 2....oh well LOL Next year I'll be ready.....but by then I should be much higher and this will be junk. hehe

Stumbled into Fabled Grachnist while killing Witchdoctors for scavenger hunt. He conned Lt Bl to 51 Shadow Knight. Didnt have pet up and only buff was Virtue. He only got me down to 70%. Nice earring for the work involved

This mob conned blue to a 37 war and red to a 28 enc.
I got 2 items each, closed one collector's bag and asked for a 2nd bag and got it. Turned in first bag, put items in 2nd collectors bag and sealed it. Turned in 2nd bag and she said "Thank you for collecting these for me again. I am afraid I don't have another potion to give you though" Go figure...guess your only allowed one no matter what.
I know you believe you understand what you think I said, but I am not sure you realize that what you thought you heard was not what I meant.

They are simply usig alts to do the quests and transferring them to their mains or whoever.
Actually NOONE has done this scavenger hunt multiple times regardless if it's not lore. This is simply because the quest giver DOES NOT give you another collection bag after you turn in the first completed one. This is also to be the case way before the new patch. =)

You are able to seal the bag and then ask for a new one before handing it it, thus gaining a new bag.
However, the quest-giver WILL NOT give you a new bag, OR another potion if you have a potion on your character.
It is not confirmed whether you can use/destroy the potion and do the quest again (item flagged), or if your character is flagged for having completed the quest (secret character flag)... and unless someone wants to burn through the exp potions and try again...

I noticed from the peeps on my server spamming there links that this was not lore when completed. I am a 3-4 Boxer and have just completed this scavenger hunt on my 3 toons(looted double items). I am soon to burn through my potions and try another turn in ... as soon as I find a quiet outta the way non-Fabled traffic ridden spot .. will let ya know.

He got me to 20%,I used Lay On Hands.....he got me down to 20% a second time before I killed him. WAY underconned as usual.....SOE and their snotty attitude against soloists....but nice item :-)
